How would you go about doing this? i dont have access to a sand blaster so what would be the next thing to do?

something good to scuff the chrome to maybe have the primer stick then paint or even powder coat it

bulldog adhesion promoter. But I doubt much will stick.

over the counter stuff will more then lilky fall off.
ive painted chrome stuff here and had good luck with it

80 grit,180 grit, metal etch then primer

Get some fine emery sand paper - 600/800 grit or so ......
Should work fine.
